History of the Memorial University of Newfoundland
The Council of Higher Education was founded in 1893 by the Newfoundland government, marking the beginning of Memorial University. The Rhodes Scholarship was modified in 1913 to mandate that Newfoundland candidates finish two years of college in order to qualify for the grant. Richer families could afford to send their children to institutions in the US and Canada, but most students from Newfoundland and Labrador were not taken into account in the Rhodes decision. And once more, progressive Newfoundlanders were captivated by the concept of a junior college. The nation's top schooling level should be raised to the level of a second year of university study, according to a recommendation submitted by the Council of Higher Education to Newfoundland Prime Minister Edward Morris. The proposal was accepted by the government in a few weeks.
