In the video, Siben explained the different characteristics of cloud computing. 

Cloud is used by many customers and this helps cloud providers to achieve economies of scale. Cloud computing, being a measured service, means that the usage of resources is tracked for each user and the user is charged only for the resources that they use, resulting in a significant reduction in costs.

Cloud computing provides rapid elasticity. When there is an increase in demand for the resources, it scales up, and as the demand decreases, it scales down. Cloud makes sure that traffic to any particular application is evenly distributed, thus improving performance and availability. Cloud computing also enables IT resources to be distributed among multiple applications or users. 

Cloud computing offers a loose coupling, which allows each component to scale independently. It also ensures that the services are provided in a fault-tolerant manner. Cloud providers ensure that proper measures are taken to ensure that the data present on the cloud is safe.
